HCBS Waiver Supervisor

SUMMARY:
The HCBS Waiver Supervisor is responsible for day to day oversight, support and supervision of the HCBS Waiver Program. The HCBS Waiver Supervisor takes the responsibility for managing the structure and protocols of the program, operational planning, and ensuring that current and accurate documentation is reviewed and submitted for billing. The HCBS Waiver Supervisor establishes cooperative working relationships with all supporting agencies and with families and community members. The HCBS Waiver Supervisor will follow Tribal hiring, staff supervision and staff evaluation procedures. Along with developing organizational goals, attaining and allocating resources the HCBS Waiver Supervisor provides support to the Department Head and other Supervisors of the Department.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Provide leadership and direction to the HCBS Waiver Program.
- Ensure the development and implementation of an Annual Fiscal Plan, a Program Operational Plan and works with the Department Head on the Departments’ Strategic Plan.
- Ensure program quality improvement through reviews and evaluations of operational goals and consumer initiatives.
- Maintain financial stability through accurate and on time billing, ensuring that funding streams remain secure and that growth opportunities are identified.
- Provides staff supervision and evaluation according to Tribal procedures and guides staff and program activities to keep them within the Valued Outcomes of the consumer’s Individualized Service Plan.
- Implement a productive working environment that generates high staff moral through effective staff achievement and performance.
- Contributes to committee discussions along with conducting presentations on new consumers and other related information.
- Ensure staff skills are current through an individual annual training plan which includes mandatory training schedules.
- Maintain strategic alliances and collaborative partnerships with Federal, State and Tribal agencies and organizations
- Develop and maintain public relations
SUPERVISORY RESPONSIBILITIES:
The HCBS Waiver Supervisor is responsible for the complete management and supervision of the HCBS Waiver Program. The HCBS Waiver Supervisor is additionally responsible to: initiate purchases of supplies and equipment, work with the Department Head and other staff on assigned duties and special projects, exercise authority in problems/issues relating to staff and programming of the program and may be assigned special projects periodically by the Department Head. The HCBS Waiver Supervisor supervises and evaluates staff performance and maintains Tribal policy and Department directives.
SKILLS/KNOWLEDGE REQUIRED:
- A minimum of a two year college degree or 5 years documented experience in managing programs or operations in the Human Services, Social Services or Disabilities Services fields.
- Demonstrated ability to plan, implement and supervise effective operations.
- Leadership skills that include negotiation, problem solving and critical decision making.
- Strong communication skills, both oral and written.
- Ability to establish and maintain effective working relationships with other Supervisors, staff, community groups, and other related agencies.
- Extensive knowledge of asset management including financial resources and property.
REASONING ABILITY:
The HCBS Waiver Supervisor shall have the ability to define problems, collect data, establish facts and draw valid conclusions. And, the HCBS Waiver Supervisor shall have ability to quickly acquire or have working knowledge of grants and contracts and to learn and apply federal and state statutes and regulations impacting the program and Departments.
Internal: Maintain contact with the Department Head, Division Director, community groups and other Divisions of the Tribe.
External: Maintain contact with potential and current funding sources, external community groups, Federal/State government officials and agencies, associations, and committees.

DRUG TESTING POLICY
The successful applicant for employment must submit to a drug test for illegal substances prior to employment being confirmed. The testing is performed at the laboratory at the Alice Hyde Hospital in Malone, NY. Test results are normally received in three to five days from the date of the test. In the case of a positive result, the candidate is not eligible for employment with the St. Regis Mohawk Tribe. Employment may not begin until this process has been completed.
