SUMMARY:  Plans, directs, and coordinates activities of designated construction related projects to ensure that goals or objectives of project are accomplished within prescribed time frame and funding parameters by performing the following duties personally or through subordinate supervisors.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

  • Establishes policies and procedures for Tribal Construction Projects for compliance with Tribal Financial Policies and procedures. Establishes project objectives by analyzing project proposal, collaborating with management.
  • Reviews project proposal or plan to determine time frame, funding limitations, procedures for accomplishing project, and allotment of available resources to various phases of project.
  • Directs pre-construction meetings with potential contractors for exchange of information regarding documentation requirements (ex: Davis Bacon Wage applicability), Tribal policies that relate to project.
  • Prepares bids, process specifications, test and progress reports and other exhibits that may be required for contracts. Reviews bid from contractors with Tribal Administration and/or engineering firms to determine contract award.
  • Requests or approves amendments to or extensions of contracts by preparing Tribal Change Orders and Purchase Requisitions reflecting change orders.
  • Inspects construction site to monitor progress and ensure conformance to engineering plans, specifications, and construction and safety standards.
  • Acts as liaison between Tribe and Contractors.
  • Complies with Federal, State and Tribal legal requirements by studying existing legislation, enforcing adherence to requirements and advises management on needed actions.

SUPERVISORY RESPONSIBILITIES:
Manages one subordinate supervisor: the Engineering Technician/Construction Foreman and four non-supervisor employees.

Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

EDUCATION and/or EXPERIENCE:
Bachelor's degree (B. A.) from four-year college or university; or one to two years related experience and/or training; or equivalent combination of education and experience.

REASONING ABILITY:
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

CERTIFICATES, LICENSES, REGISTRATIONS:
A valid New York State Driver License is required.
