HOME IMPROVEMENT PROGRAM (HIP) This seasonal program is designed to improve the standard of housing for low-income families living on the reservation through renovation, rehabilitation and new construction. The Home Improvement Program, also known as HIP, has been meeting the needs of its clients for approximately 20 years. Serving between seven and ten families per year (depending on the amount of funding available), the program had built 17 homes and renovated many others as of 1993.
