NON-WAIVER ENROLLMENT If an individual is not eligible for Medicaid, but still requires the same support as with Medicaid Service Coordination or Home and Community Based Waiver services, the Non-Waiver Enrollment program is available. New York State picks up 100% of the cost for staffing and service coordination once eligibility is determined and the application is approved.
