SUMMARY: Responsible for overall program development and administration and staff of the Tribe’s Solid Waste programs to ensure compliance with Tribal, Federal and applicable state policy, procedures and regulations. Provides team leadership to ensure waste management schemes are effectively designed and implemented to achieve waste reduction.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
· Oversees, plans, organizes, implements overall Solid Waste Program waste collection, waste reduction, hazardous waste management, recycling and public information programs
· Makes policy recommendations on various solid waste and operational issues.
· Develop and/or delegate qualified staff to develop methods for handling and disposing of solid and hazardous waste and recyclables
· Provide effective community engagement, outreach and marketing
· Direct staff to cost effectively and efficiently collect and/or dispose of waste and recyclable materials in environmentally-friendly manner
· Ensures the effective implementation of waste disposal procedures by analyzing data on local garbage amounts and recycling, creating and upgrading waste management rules and procedures as needed.
· Keeps track of and addresses problems with waste disposal and recycling services
· Performs budget preparation, monitoring & forecasting; media & public relations; personnel management; and implementation of projects & programs relating to the Solid Waste Program.
· Ensure that financial obligations are met on time and accurately, e.g. - monthly billing and invoicing.
· Maintain plans, permits and standard operating procedures and policies affecting the solid waste operations
· Implements staff accountability system for safety and productivity
Special tasks:
· May be asked to act in an advisory capacity for various Tribal oriented organizations (boards, councils) as work load and scheduling permit.
· Work within an established team for capital improvement projects.
· Seek funding opportunities to develop solid waste management program on various levels including waste oil collection, household hazardous waste, education and outreach.
SUPERVISORY RESPONSIBILITIES: This supervisory position includes responsibilities for leading a team consisting of technicians, laborers and drivers by setting goals for performance and deadlines in ways that align with division plans and vision, organizing workflow to ensure employees understand their duties or delegated tasks. Monitoring employee productivity and providing constructive feedback and coaching is a required part of this position.

EDUCATION and/or EXPERIENCE:
· Four-year degree in life sciences, engineering or business administration from a college or university WITH
· Two-years’ supervisory experience.
OR
· Two-year Associates Degree in life sciences, engineering or business in combination WITH
· Two years’ relevant experience AND
· Two years’ supervisory experience.
OTHER SKILLS and ABILITIES:
· Effective verbal and written communication skills
· Must have excellent computer skills, e.g. word processing, spreadsheet, database, flowchart and presentation software
· Must have strong analytical skills and the ability to interpret data.
· Financial skills with ability to review expenditure reports and develop detailed budgets.
· Scientific/technical writing, editing, and proofreading skills to convey information concisely and clearly
