GENERAL DESCRIPTION: Serves as the Information Systems Manager. Is responsible for the daily operation, maintenance and problem resolution of multi-user systems supporting both administrative and automated data processing. 

 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Maintains functional data processing
  • Maintain 4 servers: Electronic Health Record, Scheduling/Patient Registration, Electronic Dental Record and RPMS servers.
  • Maintain approximately 30 RPMS software packages.
  • Schedules data processing jobs for computer time and report generation.
  • Resolves priority conflicts to meet the needs of the users.
  • Prepares weekly and monthly run schedule for routine recurring and special jobs.
  • Responds to user requests for new, special or non-recurring type reports.
  • Helps the user determine information requirements, develop simple program modules using VA Fileman for extracting, sorting, reformatting and printing the variety of input data and reports.
  • Prepares data in preparation for monthly electronic data transmissions to the Nashville Area Office for processing to the National Data Warehouse.
  • Work closely with the Nashville Area Office on system/software upgrades
  • We are a Beta test site for several software upgrades. Participate in beta test process and monitor testing when needed.
  • Compiles and provides error reports to providers and notifies Administration routinely of the error reports.
  • Provides routine maintenance and operations of the systems including updating software and equipment, running nightly backups, resetting main system, system power-up and shutdown, filter servicing, and correction of minor equipment and software problems. Contact's service representatives regarding needed service, equipment malfunctions and needed repairs, Notifies system users of changes in operations or functions.
  • Documents systems malfunctions and other operational difficulties or problems which have a significant impact on system operation and reviews these reports in order to initiate corrective procedures/documentation. Responsible for notifying appropriate personnel.
  • Maintains system security by monitoring system access, both physical and electronic
  • Assign user access to systems (RPMS, Electronic, Health Record, and Electronic Dental Record). Deactivate user access according to the employee exit process.
  • Orient new employees on signing on and off systems.
  • Set up workstations with necessary software for the department, this includes operation of computer system and phone system.
  • Participates with staff from other departments by discussing work in process, problems relating to production schedules, system status, equipment malfunctions and other operation problems. Makes periodic progress reports on workflow.
  • Provides training on current, future systems, data entry and report generation procedures including security measures, password allocation and maintenance of system integrity.
  • Instructs personnel in the use of RPMS sufficient to allow them to operate efficiently.
  • Works with Health Service Program Managers to run required reports for funding agencies and grant documents
  • Works collaboratively with Technical Support to ensure phone systems, faxes and TVs are functionable.
  • Works with staff to ensure computer systems are not outdated by ordering sufficient inventory, providing quotes for upgrades and sending in receiving reports
  • Participate in various committee meetings: Health Information Management Committee, EHR (Electronic Health Record), Compliance/QA Meetings, Department Head Meetings.

 

SUPERVISORY RESPONSIBILITIES: Will provide oversite, training and evaluation of assistant site manager.

 

QUALIFICATIONS:  Knowledge of circuit boards, processors, chips, electronic equipment, and computer hardware and software, including applications and programming. Must be able to multitask, self-motivate and willing to work weekends and after hours as needed.

 

EDUCATION AND EXPERIENCE:  

 

  • Bachelor’s Degree (BA) from four-year college or university in computer related field preferred 

 

OR

 

  • High School diploma (GED) WITH
    • Three (3) years related computer system experience

OTHER SKILLS AND ABILITIES:  Strong oral and written communication skills an asset.  Willing to learn heath care systems. 

 

REASONING ABILITY:  Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
