Summary: The Executive Director (“ED”) holds a key fiduciary role—is legally and ethically bound to act in the best financial interests of the Tribe, and provide strategic leadership, operational oversight, and financial management to ensure the Tribe meets its goals. The ED is responsible to develop organizational strategy, manage daily operations, oversee tribal fiscal management, supervise various Division Directors, and regularly reports to the Tribal Council. The ED is also responsible to direct, administer, and coordinate the day-to-day activities of the Tribal organization in accordance with tribal policies and procedures, while moving/leading governance/organizational priorities, goals, and objectives established by the Tribal Council and Tribal Divisions by performing the required essential duties or through Tribal Division Directors.

 

Essential Duties and Responsibilities include the following: 

 

  • Embody Tribal values and promote a respectful and positive image of the Tribe.
  • Represent the Tribe at tribal, community, regional, and national events, as well as in the media, inclusive of print, radio, television, and social media platforms.
  • Responsible to fulfill duty of care, with thoughtful decision-making, ensuring supervision of services, employment practices, responsible financial management, and maintenance of tribal properties.
  • Responsible to fulfill common practices to support duty of good faith, including, making decisions with honest intent to benefit the Tribe, avoid intentional misconduct and know violations of law, provide diligent oversight and maintain robust reporting systems for transparency, and disclose potential conflicts and manage them in accordance with the Tribe’s ethical standards.
  • Guide and direct management to ensure organizational needs and requirements of Tribal Governance (Tribal Procedures Act, etc.) documents are met.
  • Ensure ongoing programmatic excellence, rigorous program evaluation, and consistent quality of finance and administration, communications, and systems; recommend timelines and resources needed to achieve the strategic goals.
  • Ensures budgets in the areas of Indirect, Tribal General Fund, Grants revenue are maximized.
  • Directs the preparation of Tribe’s Strategic Plan throughout the organization with Administrative Team for delivery of administrative services to programs.
  • Stay abreast of national, regional, tribal news, federal and state government administration updates, especially federal budget updates and work with the CFO on potential government shutdowns, continuing resolutions, and federal/state budget cuts; plan for impacts to lessen damage to the Tribe’s financial position. Prepare to report impacts to tribal membership with short notice from the federal/state government administrations.
  • Reviews procedures and controls to implement, enforce, and promote effective communication and flow of information.
  • Evaluates the results of overall operations regularly and systematically and reports these results to the Tribal Council.
  • Ensures that the responsibilities, authorities, and accountability of all subordinate Directors are defined and understood.
  • Responsible to oversee the Chief Financial Officer, Human Resource Director, Health Services Director to ensure program compliance in these important and respective areas.
  • Review proposed policies and procedures, provide feedback and final approval; and enforce adherence to PnPs implemented for personnel, administration, accounting, proposal development, etc.; ensure that Tribal policies are periodically reviewed and updated for current realities.
  • Ensures that all organization activities and operations are carried out in compliance with applicable Tribal, State, and Federal regulations.
  • Ensure Office of Management and Budget's (OMB) Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (commonly called "Uniform Guidance") and OMB Circulars are adhered to by Tribal Division and programs that receive federal funding.
  • Ensure Mohawk and Native Preference Policies are adhered to in tribal employment practices, construction projects, and for the procurement of goods and services to maximize Mohawk representation in all areas.
  • Draft and send Tribe-wide messaging and external communications (correspondences, community notices, press releases and other messages to the community).
  • Contract Management in various areas; draft/review scopes of work, justifications, and memos for tribal contracts.
  • Review proposed tribal contracts, agreements, grant applications, and awards, or notices.
  • Review self-governance and federal-tribal compacts/agreements (Health, Education, 105(l) leases) to maximize federal resources to contribute funding to tribal/community programs and services.
  • Prepare regular Division Director (monthly) and Program Manager (quarterly) meeting agendas and facilitate/chair meetings.
  • Attend Council’s Cabinet meetings, regular Work Sessions, and monthly meetings with membership, as well as required financial membership meetings (Annual budget presentation, annual audit presentation, mid-year budget presentation).  
  • Review internal and external auditor reports and corrective action plans, and work to implement to mitigate risk, and improve tribal operations and programming.
  • Plan and prepare for weekly meetings with Council; send agendas to Council at least one-day in advance.
  • Communicate and meet regularly with the Chief of Staff to ensure Council directives and assignments are being carried out in a timely manner and to also ensure uniform and effective messaging is provided throughout the government.
  • Collaborate with the Chief of Staff and Federal and State lobbying firms to prepare briefing information (speaking points, leave-behinds), and help educate government representatives on the Tribe’s operations, funding issues and needs, and any issues that require advocacy.
  • Work closely with the Chief of Staff, Center for Media and Communications Director, General Counsel’s Office on various high-level and forward-facing issues that require collaboration; draft/review certain press releases and community notices and work in collaboration with the Chief of Staff, General Counsel, and Media and Communications Director.

 

Mandated Reporter: Must become a mandated reporter prior to having contact with children in a job-related capacity and maintain that status throughout employment. This includes completing any necessary training and adhering to all reporting obligations as defined by applicable laws and tribal policies.

 

Supervisory Responsibilities: The Executive Director (ED) is responsible for the direct supervision of the Executive Director’s Office staff (Assistant Executive Directors, Office Manager, plus indirect reports), as well as various Division Directors. The ED manages subordinate supervisors who supervise approximately 600 employees in the Planning/Infrastructure, Economic Development, Human Resources, Grants and Contracts, Education, Health, Environment, Human Services, Community Services and Facilities Management (subject to change). The ED shall carry out supervisory responsibilities in accordance with the Tribe’s policies and applicable laws. Supervisory responsibilities include hiring, interviewing, training employees, planning, assigning and directing work; appraising performance, rewarding and disciplining employee(s); and addressing complaints and resolving problems.

Education and/or Experience: 

 

  • Bachelor’s degree in Public Administration, Business Management, Business Administration or related field;
    • Minimum of 10 years related management and supervisory experience; 

OR

  • Equivalent combination of education and experience.

 

PREFERRED:

  • Master’s degree in Public Administration, Business Management, Business Administration or related field;
    • Minimum of 8 years related management and supervisory experience;
    • Working knowledge or higher proficiency in the Kanienkeha language and excellent knowledge of Mohawk history and culture.
    • Crises’ management experience of three (3) years; or training, or willingness to take training.

Other Skills and Abilities: Computer testing in the applicable skills may be a requirement during the interview process.

 

  • Strong oral and written communication skills are required.
  • Excellent computer skills and be proficient in Microsoft Office, especially Word, Excel, PowerPoint.
  • Public speaking, and large meeting facilitation; ability to draft speeches, speak clearly and effectively to various audiences.
  • Project Management and Contract Management.
  • Fiscal/Financial management experience (responsible to draft and manage a departmental budget, as well as review and comprehend various departmental budgets, and overall Tribal Budget).
  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
  • Ability to write routine and complex, in-depth reports and correspondence.
  • Ability to work independently and collaboratively, and withstand a fast-paced environment.
  • Able to work well under pressure and in emergency or crises situations.
  • Ability to translate technical information to non-technical stakeholders.

Reasoning Ability: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
