SUMMARY: Under the direct supervision of the Assistant Health Director, the Health Promotion Manager provides leadership and strategic direction for maternal, infant, and early childhood health initiatives, health promotion, and community education. The Manager oversees program planning, staff supervision, cross-department coordination, grant development, and outcomes evaluation to improve the health of families in Akwesasne. This role does not carry operational responsibility for WIC, which is led by a dedicated WIC Coordinator.
Mandated Reporter: Must become a mandated reporter and maintain that status throughout employment. This includes completing any necessary training and adhering to all reporting obligations as defined by applicable laws and tribal policies.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:
Health Promotion
- Lead planning and implementation of MCH programs (prenatal/postpartum support, lactation promotion, perinatal mental health, early childhood development, injury prevention, immunization promotion).
- Supervise Health Promotion/Education staff and related program coordinators; establish goals, competencies, and professional development plans.
- Develop, manage and deliver health education campaigns, community classes, and culturally grounded initiatives in partnership with Tribal programs, schools, and external agencies.
- Coordinate with Medical, Community Health, Diabetes Prevention, and Behavioral Health to align referrals, care pathways, and shared outcomes.
- Oversee program evaluation, data collection, and reporting; use dashboards to track reach, engagement, and health outcomes.
- Lead or support grant writing, budget oversight, and compliance for MCH and health promotion initiatives.
- Develop policies, SOPs, and protocols for education, outreach, and risk communications; ensure accessibility and language accommodations.
- Represent Health Services in community events, coalitions, and advisory groups; elevate community voice in program design.
- Foster trauma-informed, family-centered care and integrate Indigenous knowledge and practices in programming.
- Responsible for Program budget development, execution and monitoring,
- Responsible planning and implementing employee wellness activities throughout the year,
- Aid in coordinating events to improve GPRA activities,
- Coordinate monthly health observance activities with other Health Service programs.
- Provide cooking demonstrations and lunch-n-learn activities;
- Develop and implement environmental health practices per IHS programming
Women, Infant and Children program (WIC)
- Conduct a complete nutrition assessment, determine nutrition risk and enroll participants.
- Conduct a breastfeeding assessment and provide participant centered counseling that helps a mother initiate breastfeeding.
- Identify the need for an individual care plan and refer to a qualified Nutritionist as appropriate
- Carry out individualized care plans as established by the QN, provide participant centered counseling for high-risk participants, and work in conjunction with the QN to ensure continuity of care and to decide when the ICP can be closed
- Document nutrition services provided, including referrals and follow up referrals.
- Prescribe food packages/issue food benefits after properly determining eligibility of WIC participants,
- Attend WIC training as required/requested,
SUPERVISORY RESPONSIBILITIES: Supervise the Health Promotion & Planning Staff,
QUALIFICATION REQUIREMENTS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. Due to the sensitive nature of information obtained, must maintain strict confidentiality at all times. Must have or willing to take withing 6 months, six (6) credit hours in nutrition
EDUCATION and/or EXPERIENCE:
- Bachelor’s degree in public health or appropriate health-related field AND
- Three (3) years of experience working directly with youth in a public health or prevention setting AND
- One (1) year of experience supervising and implementing of program deliverables
Preferred
- Bachelor’s Degree in Nutrition or NYS licensed Dietitian or Registered Nurse with a Bachelor’s degree, AND
- One (1) year experience working in public/community health, WIC or maternal child health programs
OTHER SKILLS and ABILITIES: Strong oral and written communication skills required. Must have computer skills for documentation purposes. Excellent computer skills in Microsoft Office applications. Ability to work evenings and weekends. Organization and multi-tasking are key elements for success. Ability to do Public Speaking in groups, on radio and on TV. Ability to interact effectively with all age groups.
REASONING ABILITY: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
