SUMMARY: Under the direction of the Human Resources Director, the Assistant Director will assist in the planning, directing and coordination of Human Resource staff of the Saint Regis Mohawk Tribe.  Provides advice and guidance to Directors, Supervisors and employees regarding employee benefits, policy interpretation, recruitment/onboarding, compliance, employee relations, payroll, budgeting, training and development, compensation management, special projects and acts as the Director in the Directors absence.  The Assistant Director is responsible for implementing and administering internal control, internal procedures and managing the day-to-day operations is the major function of this position and will be conducted by performing the following duties: 

 

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following: 

  • Responsible for the planning, organizing, direction and coordination of the Human Resources Staff.
  • Coordinate work activities of the department relating to employment, payroll, compensation, recruitment, compliance and employee relations.
  • Establish, track and manage Internal Controls of all business conducted within the Human Resources Office.
  • Establish, track and conduct internal audits of all of the business conducted within the Human Resources Office.
  • Provide information to staff regarding insurances, benefits plans and applicable entitlements as an employee.
  • Assist in making recommendations to Management for improvement of organizations’ employment policies, as well as benefit plans.
  • Assist in development and administration of the Tribal Position Wage scale, classify positions accordingly.
  • Assist management with personnel transactions such as hires, promotions, transfers, performance review and terminations.
  • Assist with difficult staffing duties such as disputes, termination of employees and administering disciplinary procedures.
  • Prepare and present oral and written presentations to a wide range of audience, including but not limited to internal & external leadership, supervisors, employees, vendors, community, and others as assigned.
  • Ensure timely completion of all Personnel Action Forms, by obtaining approvals from accounting department and Executive Director.  Ensure all information correct and in compliance with applicable labor laws and Tribal Personnel Policy.
  • Assist in maintaining personnel, medical and payroll files in accordance with tribal policy.
  • Ensure staff have access to forms and policies by posting so all employees have accessibility.
  • Assist the oversight for the compensation and benefit services for all employees.
  • Assist in the verification duties of payroll processes.
  • Collaborate with Legal Counsel (Internal and External) on legal matters pertaining to employees, complaints and disciplinary actions.
  • Assist Grants and Contracts, Legal and Management to ensure employees and independent contractors are classified correctly.
  • As needed, conduct or assist in the conduct of investigations of alleged employee conduct, case management and any resolutions of employee misconduct and discipline. Includes analysis of investigations, identifying and recommending disciplinary action, and preparing and coordinating discipline notices. This task may also include coaching supervisors/Managers in investigations as appropriate.
  • Provides support and coaches employees, supervisors and managers throughout the organization.
  • Respond to and resolve difficult and sensitive inquiries and complaints
  • Represent Saint Regis Mohawk Tribe at personnel related hearings and investigations internally and with outside agencies.
  • Assist in providing oversight to the hiring process by assisting the Human Resource Specialist and Directors in writing job descriptions, review employment ads, and assist with interview process.
  • Assists the Employee Relations Specialist with Davis Bacon legislation as applicable to labor laws and contractors.
  • Assist in the creation and management of an exit interviews process that will help to identify reasons for employee terminations, resignations and or other unique employment challenges.
  • Maintains the highest level of confidentiality with respect to personnel matters and helps set the tone for others so that a culture of respect and discretion is fostered throughout the organization.
  • Demonstrate integrity, sound judgement, ethical and professional behavior.
  • Assumes responsibility for the office in the absence of the Human Resources Director.
  • Other related duties as assigned.

 

SUPERVISORY RESPONSIBILITIES: Human Resources Assistant Director shall carry out supervisory responsibilities in accordance with the organization's policies and applicable Tribal rules. Responsibilities also include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining staff; addressing complaints and resolving problems within Human Resources.

EDUCATION and/or EXPERIENCE: 

  • Bachelor Degree (B. A.) from four-year College or University in Human Resources, Public Administration, Employment Law or related field, and
  • Five (5) years related experience and/or training in Human Resources, and
  • Five (5) years of supervisory experience 

 

Consideration will be given to an equivalent, relevant combination of education/experience in the Human Resource field (9 Years education/experience). Applicants must clearly explain their relevant experience in Human Resources within their application. Tribal Human Resource Professional Certificate (THRP I or II) is an asset. ADP training is an asset but not required. Computer testing in the applicable skills may be a requirement during the interview process.
