Summary: Under the direction of the Assistant Education Director, the Employment and Training Services (ETS) Manager provides oversight and strategic direction for workforce development, career readiness and transitional services delivered through the Education Division Tribal Learning Assistance Program PL 102-477. The ETS Manager is responsible for an integrated service delivery system that supports youth, adults, job seekers and employers. The ETS Manager will conduct program planning, staff supervision, budget oversight, policy and procedure development, compliance monitoring and continuous improvement efforts to ensure services align with Saint Regis Mohawk Tribe and PL 102-477 priorities.
Essential Duties and Responsibilities include the following:
- Administer and coordinate workforce development activities in accordance with the Saint Regis Mohawk Tribe's approved PL 102-477 Plan, policies, reporting requirements, and performance objectives.
- Develop a comprehensive workforce development strategy aligned with the Saint Regis Mohawk Tribe Education Division strategic goals.
- Remain up to date with workforce trends to recommend programming modifications that address community needs.
- Develop pathways that support participants from education through employment and career advancement.
- Build and maintain relationships with language and cultural programs, educational institutions, employers, and community partners to strengthen career pathways and workforce opportunities.
- Lead integrated service delivery efforts to improve outcomes and reduce duplication of services.
- Monitor and evaluate program performance and outcomes.
- Incorporate workforce readiness and measurable skills development outcomes for at-risk populations.
- Develop program budgets and track expenditures to ensure responsible use of program funds and fiscal compliance with Tribal, federal, and PL 102-477 requirements.
- Assist in grant development, budget planning, and funding sustainability efforts.
- Conduct periodic program audits and corrective action activities.
- Establish goals and monitor data management, skill bank, and case management efforts.
- Prepare, review, and submit required narrative, statistical, financial, and performance reports.
- Collaborate on the development, implementation, and evaluation of ETS policies and procedures.
- Develop social media and outreach campaigns.
- Handle concerns and complaints expeditiously and effectively.
- Ensure services are delivered in a manner that supports Mohawk language, culture, values, and community priorities.
Mandated Reporter: Must become a mandated reporter prior to having contact with children in a job-related capacity and maintain that status throughout employment. This includes completing any necessary training and adhering to all reporting obligations as defined by applicable laws and tribal policies.
Supervisory Responsibilities: Provides leadership and supervision of assigned staff through hiring, training, coaching, mentoring, performance management, and professional development to ensure effective program operations and high-quality participant services. Promotes cross-training and knowledge sharing to strengthen team and enhance PL 102-477 services delivery.

Education and/or Experience:
- Bachelor's Degree in Human Services, Education, Business Administration, Social Work, Psychology, Counseling, Workforce Development, or a closely related field.
- Minimum of two (2) years of experience in workforce development, employment and training services, human services, education, or a related field.
- One (1) year of supervisory experience is preferred.
- One (1) year of budget management experience preferred.
Other Skills and Abilities: Computer testing in the applicable skills may be a requirement during the interview process. Practical use of Microsoft Office and TribeVue are considered an asset. Able to facilitate presentations and workshops.
Reasoning Ability:
Must have and maintain a valid driver’s license in accordance with the Saint Regis Mohawk Tribe’s Fleet Policy.
