Summary: Under the direction of the Community and Family Services Director (CFS), the Program Manager is responsible for the oversight and supervision of all aspects of the Family Support Program, including budget, staff, and program components, ensuring Tribal and Federal and State regulations are met.
Essential Duties and Responsibilities include the following:
- At all times, serve as an advocate for the individuals and a liaison for the families of the individuals served.
- Ensure all staff provide quality care and the goals of the Life Plan are met.
- Will ensure that billing documentation accurately reflects the services provided in all programs operated by the Family Support Program.
- Investigate and gather information to improve the quality and efficiency of the program by making phone calls, using the Internet, accessing community publications, listening to local radio, visiting information centers, and utilizing community resources.
- Ensure that all programs operate at least five times per week, excluding holidays. Supervise operational protocols and report issues and concerns to the Division Director. Work cooperatively with other agency staff and assist participants as needed.
- Ensure an annual survey is completed to canvas individual/ parent interest in activities. Adjust plans and staff for activities as they relate to the outcome of the survey. In addition, ensure individual satisfaction surveys are completed annually for all Family Support programs and report the findings to the Division Director, summarizing areas of concern cited by individuals, parents, and families.
- Effectively utilize oral and written communication, especially as it relates to contacts with parents, schools, other agencies, and the individuals themselves.
- Coordinate funding options, including the writing of proposals, grants, and other funding opportunities to ensure adequate financial resources for the Family Support programs.
- Participate in individual Individualized Service Plan meetings. Provide input with regard to progress made in the areas of socialization, recreation, behavior, and level of interest in activities.
- Communicate as necessary with other agencies providing services and funding to the individuals enrolled in Day habilitation, Residential Habilitation, Respite, IRA Program, and MCA.
- In conjunction with the Assistant Program Manager and Care Coordination Supervisor, complete the initial budget and unit allocations for the Day Program enrollment packets to be submitted to OPWDD for individual admission into all Day Program sites.
- Compile data at the end of every month to submit for billing purposes. Monitor documentation requirements and unit usage, and ensure that all billing and service documentation are organized and filed appropriately, and are available for review by funding agencies.
- Supervise the budget development process for all Disabilities Services programs within the department and monitor monthly spending of all budget categories, making recommendations and completing reports as deemed necessary by the Division Director.
- Complete quality assurance evaluations on a semi-annual basis for all programs within Family Support and submit a thorough report based on the standard regulatory protocols for each program.
- Ensure that adequate training is provided to supervisors and direct care employees to better enable them to provide enhanced services to adults, children, and families. Especially in quality improvement, spending, and incident and abuse reporting.
- Complete yearly contracts for Individual Support Services and Family Support.
- Coordinate preservation projects for the residential programs operated by the department and assist with the procurement and bidding proposals for new development, as well as repairs/renovations to existing sites.
Mandated Reporter: Mandated reporter per the Office of People with Developmental Disabilities (OPWDD) regulations. Required to maintain that status throughout employment. Required to call the Justice Center and report when, while acting in their official or professional capacity, they are presented with information that gives them reasonable cause to suspect a reportable incident has occurred. Also required to be a NYS Mandated Reporter in the event that they have interaction with the Tribe’s vulnerable population. This includes completing any necessary training and adhering to all reporting obligations as defined by applicable laws and tribal policies.
Supervisory Responsibilities: The Program Manager is responsible for the direct supervision of the Administrative Assistant, Care Manager Supervisor, Training/Q&A Administrator, EHR/Billing Specialist, Registered Nurse, Waiver Manager, Plan Writer and the Policy Writer.

Education and/or Experience:
A Bachelor’s Degree in Human Services or a related field, and a minimum of 5 years of documented work experience in the field of developmental disabilities, mental health, or related field, or
An Associates Degree in Human Services or a related field, and a minimum of 7 years of documented work experience in the field of developmental disabilities, mental health, or related field, or
A High School Diploma or GED and a minimum of 10 years of documented work experience in the field of developmental disabilities, mental health, or related field,
A minimum of 5 years of Supervisor or Management experience is required, or any combination of either.
Qualified Intellectual Disabilities Professional (QIDP) certification is preferred.
Other Skills and Abilities: Strong oral and written communication skills required. Must have excellent computer skills, including Word, Excel, and experience with varying databases. Ability to effectively delegate responsibilities, handle conflicts, evaluate performances, and coach staff to help improve their skills.
Reasoning Ability: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. To be able to deal with and respond appropriately to stressful family situations. Recognize and understand the sensitive needs of individual clients and their families. Ability to organize and schedule work hours around the continually changing needs of the program and clients.
Must have and maintain a valid driver’s license in accordance with the Saint Regis Mohawk Tribe’s Fleet Policy.
