SUMMARY: Under the general direction of the Commissioner/Deputy, the IPP Program Manager will be responsible for the overall operation of the Intensive Preventive Program (IPP). Program Manager will perform a range of duties concerned with monitoring, intake, and providing services to families who meet program eligibility requirements. The IPP Program Manager will be responsible to provide supervisory oversight to one of the larger programs with the Social Services Division (SSD).
ESSENTIAL DUTIES and RESPONSIBILITIES include the following:
- To oversee the day-to-day operations of the Intensive Preventive Program.
- Conduct weekly supervision meetings with staff to address performance and operational matters.
- Review and approve timesheets and mileage reports.
- Ensure staff are consistently working toward assigned goals and adhering to program direction.
- Address and take corrective action when staff fail to comply with expectations.
- Maintain staff accountability by following up with families regarding staff performance and effectiveness.
- Supervise program staff ensuring all youth advocates and parent advocates adhere to Tribal and State regulations, as well as, best practice standards.
- Program Manager must be flexible, yet organized, as they must coordinate with staff on:
- Work schedule, client transport schedules, client appointments including court hearings, and supervised visitations.
- The preparation, planning, monitoring, and recording all aspects of each supervised visit.
- Maintain and gather monthly data for the year end reporting.
- Will assist law enforcement as needed.
- As a mandated reporter, Program Managers will be required to maintain a balance in their role as an advocate to families, a Program Manager within our Division, and the responsibility to make reports to the SCR regarding suspected abuse or neglect.
- Accept referrals from our Preventive/Foster Care program – will distribute and ensure staff, working with client is informed of service plans and assessment needs.
- Conduct family and child assessments to determine strengths, needs, and develop service plan.
- Program Manager will review all case documentation, provide case management, and appear in court when necessary.
- Participate in case management meetings with other DSS programs, as well as, substance abuse services, mental health, and schools, when needed.
- Ensure staff attend required meetings as needed
- Program Manager will consult with Preventive Program Manager as needed.
- Assign youth advocate to client and parent advocate to family according to the need determined in assessment.
- Review and evaluates cases for appropriateness and completeness.
- Provide monthly reports to the Commissioner/Deputy Commissioner.
- Ensure all necessary forms and documents are in the case record.
- Program Manager will provide opportunity for staff training and professional development.
- Program Manager will provide opportunity for conflict resolutions with staff and clients.
- Program Manager will assist youth workers and parent advocates in building a relationship with caseworkers regarding client case planning.
- Program Managers will monitor and help, when necessary, for all group activities and healing circles. They will ensure each activity is kept positive, professional, and culturally safe.
- Program Manager may be required to carry a reduced caseload when necessary.
- To travel and participate in program activities on behalf of the program when necessary.
- Present information at conferences and meetings when requested by the Commissioner.
- Will always Promote SRMT in a positive manner.
MANDATED REPORTER:
Required to report suspected child abuse or maltreatment when reasonable cause to suspect that a child is an abused or maltreated child where the parent or guardian, custodian, or other person legally responsible for such child, information come before you, facts, condition, or circumstance which if correct, work render the child an abused or maltreated child (SSL 415).
Must become a mandated reporter prior to having contact in a job-related capacity and maintain that status throughout employment. This includes completing any necessary training and adhering to all reporting obligations as defined by applicable laws and tribal policies.
SUPERVISORY RESPONSIBILITIES: Program Manager is responsible for the supervision of an (1) Administrative Assistant, (6) Youth and (5) Parent Advocates, (1) Parent Advocate Coordinator, and (1) Family Visitation Monitor. Please note that this program consists of the largest staff of all our DSS programs.
QUALIFICATION REQUIREMENTS: To perform this role effectively, an individual must be able to carry out all essential duties. Required qualifications include the knowledge, skills, and abilities outlined below, with reasonable accommodations available as needed. Strict confidentiality must be maintained due to the sensitive nature of Social Services. The role also requires basic computer proficiency, awareness of staff needs when managing crisis situations, prompt debriefing when necessary, and ensuring staff are trained to maintain a safe work environment both in the office and in the field, using a trauma-informed care approach.
EDUCATION and /or EXPERIENCE:
- Preferred Bachelor’s in social services or equivalent field.
OR
- Associates Degree WITH
- 3 years’ work experience in related field;
- Supervisory and fiscal management WITH
- 3 year’s work experience;
OTHER SKILLS and/or ABILITIES:
Strong written and verbal communication; ability to build and maintain effective relationships with leadership, staff, community groups, tribal programs, and partner agencies; knowledge of asset and financial management; strong analytical and problem-solving skills.
Works closely with Commissioner/Deputy Commissioner; collaborates with Preventive/Foster Care Program Manager; responds to inquiries from program managers and the Akwesasne community; manages crisis situations and demonstrates sensitivity to the needs of clients and families using a trauma-informed approach.
REASONING ABILITY: Ability to express ideas and use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.
Must be at least 21 years of age, have and maintain a valid driver’s license with a clean driver abstract in accordance with the Saint Regis Mohawk Tribe’s Fleet Policy.
