CALLOUT: Tribal Gaming Commissioner

The Saint Regis Mohawk Tribe is seeking an individual to serve as a Commissioner for the Tribal Gaming Commission. The Tribal Gaming Commission (“Commission”) is comprised of four (4) individuals who are responsible for the regulation of any gaming activity authorized by the Tribal Gaming Ordinance.

Tribal Gaming Commissioners are appointed by Tribal Council for three (3) year terms, Tribal Gaming Commissioners are not employees of the Tribe or the Tribe’s gaming operations. Compensation is currently set at a rate of $1,000/month. A Tribal Gaming Commissioner shall perform all tasks required by the Tribal Gaming Ordinance, including, but not limited to, the following:

  1. Review license applications, background investigations, and reports, financial documents and other relevant material and recommendations presented by the Executive Director or staff and renders a determination on the applicant’s suitability for licensure and other matters such as suspension, revocation and renewal of employee, vendor or other licenses.
  2. Review annual audits of gaming operations, gaming contracts and other activities.
  3. Periodically review and update minimum internal control standards for the gaming operation and any amendments thereto.
  4. Ensure that the Tribal gaming facility is constructed, maintained and operated in a manner that protects the environment, public health and safety.
  5. Review and approve Commission regulations and by-laws.
  6. Meet with and provide reports to the Tribal Council, as required and to the community, as requested.
  7. Participate in the patron dispute resolution process, as outlined in the Tribal Gaming Ordinance (as amended).
  8. Review and recommend approval of the annual budget for the Tribal Gaming Commission.
  9. Appoint, supervise and evaluate the Executive Director of Tribal Gaming Commission.
  10. All other activities as mandated by the Tribal Gaming Ordinance, Tribal –State Compact and any other applicable laws or regulations.

Minimum Qualifications

To serve on the Tribal Gaming Commission, members must meet the criteria as prescribed below:

  1. Enrolled member of the Saint Regis Mohawk Tribe.
  2. Must be over 21 years of age.
  3. May not be a gaming employee of any Tribal gaming operation, or have any direct or indirect financial interest in, or management responsibility for any Tribal gaming operation or facility.
  4. Must meet the background requirements set forth by the Saint Regis Mohawk Tribal Council in TCR-2012-38.
  5. Must successfully pass a drug test.

Preferred Qualifications

The ideal candidate would possess the following:

  1. Prior experience with a regulatory agency.
  2. Knowledge of federal Indian law concepts.
  3. Experience in an area of Indian Gaming.
  4. Experience in policy development and administrative management.
  5. Knowledge of the history and culture of the Saint Regis Mohawk Tribe.
  6. Undergraduate or Graduate degree or work experience in public administration, accounting, business, criminal justice or law preferred.
  7. The position of Tribal Gaming Commissioner is part-time. Commission members will be expected to dedicate sufficient time to complete required duties and, at a minimum, be available two days per month for regular Commission meetings. There may also be special meetings as necessary and Tribal Gaming Commissioners will be expected to take training that is provided at various locations through the National Indian Gaming Commission and/or National Indian Gaming Association.
