The Department has been in existence since 2000 and is largely funded through grant applications from the United States Environment Protection Agency, the United States Department of Agriculture, the Indian Health Service, Housing and Urban Development and the Bureau of Indian Affairs. In addition, the Tribal General Fund allocates annual funding for the in-house operation and maintenance of the Water Treatment Plant, the Wastewater Treatment Plant and the distribution and collection systems.

Planning and Infrastructure also completes all permit requirements i.e.: environmental assessment, wetland permit, EPA discharge permits and daily / monthly monitoring reports for both plants. Since January 2003 the WWTP has been in compliance with EPA discharge permits; after modifying the treatment process. Planning and Infrastructure consults and complies with New York State Department of Transportation (NYSDOT) regulations when projects are located in or around state highways.
