SUMMARY: This position is responsible for the operation of health insurance counseling program within the Office for the Aging, primarily for older adults with Medicare and Medicaid. Expected to counsel to 4 to 5 people per day. The HIICAP Counselor is under the direct supervision of the Information Coordinator. The HIICAP Counselor is responsible for:

ESSENTIAL DUTIES AND RESPONSIBILITIES:

· Operating the HIICAP office according to guidelines.

· Implementing additional programming as mandated by the New York State Office for the Aging (NYSOFA)

· Maintain client confidentiality and adhere to HIPPA requirements

· Screening clients for eligibility for health insurance and related programs

· Assisting clients with completing and submitting benefits applications, problem solving, and understanding how to use their health insurance.

· Follow up with clients after submissions.

· Submitting and maintaining accurate performance reports according to state and federal mandates. Ie. Client contacts, outreach, public information, enrollments, etc.

· Coordination and communication with other organizations and programs in order to further the program objectives.

· Outreach and advertising for programs.

· Attend all required trainings. Estimated to be 24 hours per month and 2 in-person trainings.

· Must pass HIICAP counselor exam and maintain HIICAP Counselor Certification.

· Presentation to the public and in-service presentations for program staff.

· General office duties

· Other duties as directed by the Information Coordinator.

SUPERVISORY RESPONSIBILITIES: No supervisory responsibilities.

QUALIFICATION REQUIREMENTS: Present a positive, caring, and respectful attitude toward the elders. Interviewing and/or counseling experience an asset. Be able to manage multiple client cases and projects. Organize and maintain accurate records and resource lists. Computer skills are a must. Data entry and internet skills are an asset.

EDUCATION and/or EXPERIENCE: Minimum GED with 2-years of experience in a related field.

Must be comfortable with giving presentations and workshops. Must have own transportation.

OTHER SKILLS and ABILITIES: Ability to speak and understand Mohawk an asset. Good communication skills, both verbal and written. Public speaking is required. Must have a flexible schedule, some evenings and travel required. Knowledge and experience with health insurance, social service programs, and aging programs an asset. Reading and comprehension skills are an asset.

REASONING ABILITY: Ability to understand health insurance regulations. Determine eligibility among multiple programs. Basic math skills.

Possession of a valid State Driver License in accordance with Fleet Policy.
